Program Overview

The Regional Reset Bilwon Rise Up program is designed for moderate‑risk youth. This includes children and young people aged 8–17 years who have not yet entered the Youth Justice system, but who display emerging risk factors that may increase the likelihood of future offending.


Referrer Responsibility


Before submitting this referral, you must ensure the child or young person and their parent or legal guardian where appropriate, understand:

  • that their information will be collected, used, and shared with MaraWay, and that MaraWay may contact them; and

  • that information from this referral may be shared with Queensland Police Service, Queensland Education, and Youth Justice as part of a panel process to assess the young person’s eligibility.

Information Sharing and Privacy

Information provided in this form will be managed in accordance with the Privacy Act 1988 (Cth), the Information Privacy Act 2009 (Qld), and relevant Queensland legislation. Information may be shared with consent, or where authorised to support the safety, wellbeing, or protection of the child or young person. All information is stored securely and accessed only by authorised personnel.


Assessment Process

Submitting this form does not guarantee acceptance into the program. All referrals are reviewed by an independent panel, which will determine eligibility.

The purpose of this risk assessment form is to evaluate risks across various domains, including high-risk behaviours previously or currently demonstrated by participants, risks associated with Activities of Daily Living, risks related to home visits, and cognitive and communication abilities.


This risk assessment must be completed for all participants, to ensure the safety and well-being of both the participants and the staff working collaboratively to achieve individual goals.


The MaraWay is committed to prioritising the safety of participants and staff.


Depending on the identified risks, a range of options and strategies will be considered and implemented to address each unique situation, with detailed guidance on potential solutions provided. Please provide any details in the appropriate risk category.


Child-Specific Risks (if applicable)

  • Developmental delays: Unaddressed learning or behavioural challenges.

  • School non-attendance: Chronic absenteeism or disengagement from education.

Trauma History: Exposure to abuse, violence, or significant loss.

  • Age and developmental stage: Younger children or those with special needs may be more vulnerable.

  • Previous trauma: children who have experienced prior abuse or neglect may have heightened risk

Social & Relational Risks

  • Relationships with known offenders: Associations with individuals who have a history of harming children.

  • Unstable relationships: Domestic violence, frequent changes in caregivers, or high conflict between family members.

  • Lack of social support: Limited access to supportive family, friends, or community networks.

Health-Related Risks

  • Physical health issues: Chronic illnesses, untreated conditions, or disabilities that require urgent attention.

  • Mental health challenges: Diagnosed or suspected mental health disorders affecting safety or daily functioning. Untreated or unmanaged mental health issues that may pose risks.

  • Substance abuse: Alcohol or drug misuse impacting decision-making, relationships, or physical health. Active or past drug and alcohol misuse that may impair judgment or caregiving capacity
